Download Rate decreasing to 0 while trying to download Sims 4 packs I purchased

Summarize your bug I bought several packs for The Sims 4 today due to the sale, and unfortunately none of them are actually downloading well. When I go to Manage Add-Ons, it shows the packs I already have and the packs I have but aren't downloaded yet, so click Download next to the recently purchased packs. In the Download Manager, the Download Rate starts high but then deteriorates down to 0 B/s, and then to X.XX undefined/s. When I Pause the download then Resume the download, it resets back to the high/good Download Rate (which is accurately indicative of the general download speed for my network).
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Get an undownloaded pack for The Sims 4, go to Manage Add-Ons, click Download next to the undownloaded pack, head over to the Download Manager to watch the Download Rate (or check the rate in the bottom-left hand corner of the EA App where it shows Download Rate/progress as well). Watch as the Download Rate deteriorates down to 0, then to undefined, and then pause the download, resume it, and see how the Download Rate is back to what it should be (before it quickly drops back down to 0).
What happens when the bug occurs? The Download Rate decreases until it reaches 0.00 B/s, and sometimes goes to X.XX undefined/s, or even to the point where nothing is shown under Download Rate (while not paused). It makes it impossible to download the packs I purchased, although a work-around I have found is to Pause when the rate gets low, then Resume it and it'll download at the high rate for a second or two, then Pause-Resume-Wait 3 seconds-Pause-Resume-Wait 3 seconds-REPEAT until downloaded, which takes forever for a smaller Stuff Pack let alone all the Expansions/Game packs I purchased... Also NOTE: This occurs regardless of which pack I have currently in the "downloading spot", and it occurs regardless of how many/what packs are in the queue (if any). Another NOTE: The same thing happened when I was downloading the EA App update the other day, although I instead had to restart the EA App and begin the update every single % which took several hours of manual updating.
What do you expect to see? I expect the packs to Download when I press Download next to the undownloaded packs I have purchased from the Manage Add-Ons menu. I have tried: Restarting the EA App, restarting my laptop, clearing the EA App cache, ending the tasks in Task Manager, re-pathing where the EA App is installing these packs (remaking the folders and moving stuff back over I already have downloaded), repairing The Sims 4, singing out/in of the EA App, uninstalling/reinstalling the EA App, I tried running it as an Administrator, and I made sure the EA App wasn't being blocked by my firewall or my antivirus. I DO NOT use Origin, Steam, or any other installer for The Sims 4, just the EA Desktop App.
I have tried many different things, have looked through many different threads on these EA Forums from people with similar problems, have tried every solution suggestion I have come across, and yet after several hours of trying to fix this, I have no solution. This app is seemingly fairly unreliable, I hope it gets upgraded soon lol.
