For the past few days I try to download any game and the button says 'downloading'.
There's nothing in download manager except for 3 dots.
Can't cancel the download. Even if I queue something else, it won't download and sometimes I can't cancel it.
My EA Play is useless if I can't download games...

It's a little out of date - the file paths are different.
The first folder to delete is actually 'EA Desktop' in ProgramData.
As for the second lot of folders to delete, the path is correct this time but the folders still different. I just deleted 'EAConnect_microsoft', 'EADesktop', 'EALaunchHelper' and 'Electronic Arts'. Although really I've just moved them in case I deleted one I shouldn't have.
Works fine now, though I seem to have to do it every time I download a game.
I have one option for you, but you are unlikely to agree. If you don't want to waste your time solving this problem then try downloading it all from torrent using 1337x proxy. I would try it if I were you. Just if it was my last option. A lot of people don't like torrents, don't trust them. But sometimes they can be very useful in solving such problems. You just need to know what torrent to use
