Same here, since Origin app has been replaced by EA app I can't lauch FIFA 23 anymore.
Prior to that, I was able to launch the game after disabling MS defender real time check and launching Origin and FIFA 23 as Administrator. This trick is not working anymore. Please do smt EA, it's annoying since day 1 of FIFA 23

I had the same lauching error due to the change from origin to ea App
What unblocked my case was to uninstall FIFA23 using the Windows Application Removal Tool. (Parameters).
Then to install with EA App and it worked.
