Hi zakielouafi,
With this error code, it should help to reinstall the EA app, as outlined in this EA Help article here.
Please follow the steps here and try again:
Try reinstalling the EA app using these steps.
- Restart your PC.
- Make sure you have a stable internet connection, and download the EA app on ea.com.
- Run the new installer and follow the instructions.

Thank you for your respond, i figured that background service doesn't start long time ago and i tried all those methods but nothing worked, if you know any other solutions i will be so thankful.
keep in mind that I bought games on Ea app from long time and now has been a year can't have a access to them because of this issue.

zakielouafi, can you check and see if this file exists on your PC?

Hey, im a bit late here but i dont have those files on my computer, i try to repair EA app with the installer it always tells me to restart my computer, and when i do nothing happens. Ive followed all the steps that u said but nothing works, do u have another solution for my problem?

This post is a bit older already, so I'll close this thread in line with our forum rules on necroposting.
The following steps might help you fix this issue:
- Uninstall the EA app
- Do a registry clean with CCleaner
- Restart your PC and try downloading the EA app

EA_Poppy I'm so upset about this issue being caused because some of us have chosen to stick with Windows 7 because I simply cannot afford to buy another computer. I have hundreds of dollars invested in my EA games and thousands of hours in game-play because Sims 3 is what I choose to play. PLEASE PLEASE PLEASE don't leave us Win7 users out in the cold after being such loyal customers for decades! I love my games and want to be able to play what I paid for. Everything was fine with my game until today when the EA app said it needed to update, so I let it update and now I'm getting the (error code: INST-21-25006) error when trying to run the EA app. I've cleaned up the old installation folders and tried reinstalling but now the installation just hangs and doesn't complete. I have paid for every single expansion, and all but one stuff pack, and bought everything there was to buy from the Sims 3 store, so a LOT of money is invested here. PLEASE HELP US!! I miss my Sims 3 terribly and just want to be able to play! PLEASE PLEASE HELP!
