I have cleared all cache before twice. I searched probably all over the internet for every trick to try and fix this. I ended up refunding the game, might try again when another sale comes on.

@JustErkka1 make sure no game platform is booting with windows !
As soon windows is booted, right click STEAM shortcut and select RUN AS ADMINISTRATOR !
Now Repair/Verify game files and test game !

I ended up refunding the game cause I don't wanna risk having to keep a game I can't even play. I checked my startup apps and I don't have any game platforms enabled. Only my Avast antivirus which I tested if that was the issue before. Wasn't antivirus. Didn't think about running Steam itself as administrator could have made a difference. too late for me to test that now tho.
