EA app Won't UNinstall

My SIM 4 game won't work so i decided to start brand new from scratch so i thought i uninstalled the EA app, removed my EA folders entirely, restarted the PC. Went to download the app and it says that it is already installed. WHAT??? i've repaired it 3X.  How can I start new if it doesn't come off my pc?
