Hello there,
It's hard to pinpoint what's causing this as that's a generic error message. To start troubleshooting this issue, I suggest that you try a Clean Boot: How to clean or safe boot your computer. That should close all background programs that might be conflicting with the app.

I followed the instructions and still get the error that background services crashed error code 104. Then I hit restart, and it asks me to update, and when I click that it says it's up to date. If I try to repair, I get the same outcome. I have also tried this on my mobile hotspot and get the same error too.

Thanks for trying the steps and providing some further information. This could be happening because of a bad install. You can try using Ccleaner to uninstall the EA app, as it will remove all the files, including temporary and possibly corrupt files.
To delete them, you can try using CCleaner to clear out issues and errors.
