EA Does not report downage but I can not open the app

EA is not reporting down time but I am getting this error when tying to open EA. I did recently disable all possible services in my system configuration and for startup, if this is related to the iss...

I take online proctored exams and my webcam would randomly turn off during my exams so I did this during the diagnoses. I turned the services back on and everything was fine.
