This problem is still an issue six months later. How does a company like this fail to take care of the players?
Without digging too deep, EA has ruined some franchises and I don't like their business model. As a result, I had stopped buying any of their games for quite a long time. Let a few friends talk me into giving this one a shot and I literally can't even open the game.
Just confirmation that I'd made the right choice and I should stay away from the EA dumpster fire.
I FINALLY Fixed it. I went off the hunch I got it could be a registry problem and just started digging through the registry options for EA App, Steam, and this thing for "Respawn" I found. I ended up finding this install script in the game's directory called installScript.vdf. and opening it revealed it to be setting a bunch of registry options for the game. Specifically, one of the directories is "HKEY_LOCAL_MACHINE\\SOFTWARE\\Respawn\\Jedi Fallen Order\\" where it sets the string "Install Dir" which I noticed mine wasn't set correctly, to an older installation folder before I moved the game. I changed it to be correct, to the current installation folder and it worked immediately.
TLDR: Open RegEdit and go here:
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Respawn\Jedi Fallen Order
and then fix the string named "Install Dir" to be correct. in my case:
"C:\Program Files (x86)\Steam\steamapps\common\Jedi Fallen Order"
hope this helps. Also, EA if I can fix this maybe you can too.

@Whovahkiin: You are absolutely incredible dude!
This solved my Problem!
I suspect that my Problems with the game were due to similar reasons:
I had the game still installed through the EA App from a time where i had XBOX Gamepass/EA Play membership.
The location in the registry fits the location the game was when i had it installed through the EA App.
So either the registry just doesn't change when reinstalling the game, or the registry is just wrong by default.
It's a shame that EA hasn't fixed this, as it seems like it is a fairly trivial thing.
EA, please fix this problem and save us all a lot of headaches!
