Game is redownloading over and over

Summarize your bug EA FIX ALREADY YOUR GAMES NOT FINISHING DOWNLOADING. I have downloaded BFII files for 2nd time - over 90GB of data only to get again disappointed by the EA play app. The game AGAIN starts downloading from the start even though the data are on the disk. EA PLAY cant recognize the data and there is no function to guide the app to the data also. I have tried following: run as admin, delete cache, change installation folder, give full permissions on folder, exit steam etc.. STILL NOTHING. FIX THIS ALREADY
