Additionally, if you are on a Windows PC and you can't open the app itself to go through the App Recovery process, you can find the shortcut for it in C:\Program Files\Electronic Arts\EA Desktop\EA Desktop.

Hi There, Thanks for the reply @EA_Leeuw . I followed the directions and cleared the cache. When the EA app opened after, my installed games were not listed as 'installed' anymore. So, I rebooted and when it opened the EA app again, it was asking to accept the T&C again.
