I bought two packs but EA app wants me to buy them again

I bought two packs and installed them while playing the game. Next day I open the app and although it's clearly written in the EA app download history that they are installed, when I open the game I am offered to buy them AGAIN. What should I do and whom should I contact?? I got the receipt and the money isn't on my account anymore. Please help :( It looks like a bug
