Does anyone know if this is intentional or not, or am I just doing this wrong. I go to the DLC tab and it just says that I have to pay for it even though I don’t need to on Xbox.

It kind of depends, did you purchase them on Origin and they aren't showing up in the EA app or do you think that the pack should be included in EA play through Xbox Game Pass Ultimate?
I thought that it would be included in EA play through Xbox Game Pass Ultimate like it is on xbox but I was also wondering if it wasnt
EA SPORTS FC™ TeamIt could be that Battlefield 4 is included, but the Premium Pass isn't currently available on the EA app and I think that's why it is not showing up for you.
Should you see in the app that it is included in EA Play, then pleas send me a screenshot.

Unfortunately the Premium Editions for all Battlefield games are currently not available on the EA app and that's why you are unable to download them.
