I seem to be having this same issue. I downloaded the new EA App, since Origin (where I originally bought) is no longer a thing. I installed the game and the base game is running fine. I have a ton of add-ons. When I click on manage, and manage add-ons, all of them show up and say "manage on steam" but I don't have a steam account (Or didn't - I just signed up for one to see if there was a way to transfer DLC over, but I can't seem to find any help)
Do you own any of your Sims 4 content through Steam- the base game or any of your DLC?
Do you have your Steam ID linked to your EA Account? You can check that by viewing your Connections page on your account here.

@EA_Solaire Good to know on the connections piece. I have figured out that I bought all my DLC with my husband's steam account, which is the one linked to my EA account. But how do I play them?

If you own the base game on Origin/the EA App, but DLC through Steam, the DLC will not work with the base game. You can read up a bit more on how Steam and Origin/the EA App work together in the article here.

Yep! You can buy DLC both on Origin and Steam.
If I buy a game on Origin, can I buy DLC for that game on Steam?
For Origin-purchased base games, you’ll need to buy all DLC in Origin.
