INST-14-12007

I'm trying to install the app on my desktop computer and I keep receiving error code INST-14-12007.  I've disabled my firewall. I've reset my ip. I've cleared my cache. I disconnected and reconnected...

I was able to get the app installed using my phone. Now I'm trying to download The Sims and it keeps having a download error when I use my wifi so I switched to my phone to see if it will download. It will download off my phone but I don't have 12 hours available for it to download when my home wifi is so much faster. What is the problem? When I use my gaming laptop I have zero issues.
