Issues with EA App after update

I updated the Sims and/or EA APP - didn't pay attention to what it was asking. 

I kept getting a message saying connection error - but the EA App statuses are all green. 

Repaired, restarted, repaired, restarted.

I cleared folders and files, uninstalled Sims4 and EA App. Restarted. 

 Downloaded EA App, restarted

I'm getting "INST-14-1603" error message saying it couldn't finish installing.
