OP said ME3 is not downloading on EA app, but it worked on Origin. (Including all DLCs)
You said you have the same problem, so you should be able to download the DLCs as well with Origin.
If not, what exactly is your problem?

Can you see the DLCs in the DLC list of both clients or are they just not there?
I got the same problem, try both on origin and ea app, delete the cache, reinstalling the game but still can't download "from ashes" and "rebellion".
When I tried it on Origin, I had the exact same issue. I remember when I install the game back in June, it worked fine.
