There are a few issues going on here - I had this issue as well.
1. Mass Effect 3 will not currently download properly with the new EA App - I was able to get everything working by using the old Origin app
2. If you are getting a message about specific DLC that won't download you might be able to fix it by activating the "Mass Effect 3 DLC bundle" for free HOWEVER BE WARNED - this leads to issue 3.
3. When I activated the DLC bundle it did fix issue two but broke multiplayer mode. The game started to display "You needed an online pass to play".
If you don't care about multiplayer then activating the DLC bundle and using Origin to download may solve your issue. I worked with someone at EA support on the phone (Sausthav G.) and was finally able to get the online pass issue resolved by getting my game to show up as the "Digital Deluxe Edition" instead of the 'Standard Edition". FYI - email support didn't get me anywhere and was a waste of time.

Additional to @Slushnas, in the past the most successfully option for solving the "You need an online pass to play" was EAs Support on Twitter or on Facebook.
