After preordering the new pack, when I go to start a new game, I get an error that uninstalled packs are downloading in the background and it crashes the game. I don't have any packs installing in the background. After the game closes, the EA app gives me a message that the new expansion pack will be available on February 12. Aware of this, but can't play with the existing game/packs.
sounds like an issue with the app so this might be moved out but for now, could you please provide the following info:

I am having the exact same issue. I'm on a PC. On a brand game (no mods) the first thing I see is this pop up error about the new pack not ready for installation (the exact words Jamie used in their post) The below error comes up right after closing the game...a similar one happens upon trying to enter a new game.
