I just had this same problem, I managed to fix it.
I first stopped downloading the repair, then I right click on the ea icon on my desk top and clicked run as administrator, then did the Sam on the sims 4 icon. I then restarted my laptop. I went back on the ea app and repaired the game no problem! I hope this helps.
