Did you try a Microsoft Edge browser? I see some others having success with this.

Also, if that doesn't help, try creating a case without logging in.

yes i have tried many different ways and nothing works, do you have an email address where i can send my dispute directly?.

This is so frustrating, i literally got banned for buying a game.

This issue is currently being investigated. The best I can tell you is to just keep trying. Others that have reported this say it started working after a few days.
