@chap_0n it was a file related to proxycap application which is a VPN and Proxy app.
the file location was C:\Windows\System32\pcapwsp.dll
there are two other recently mentioned solution on other posts similar to yours.
1. someone just said that they unchecked the "run this program as an administrator" and it fixed the problem.
2. someone else said that after opening the EA app and logging in, he turned on the airplane mode on his laptop and then launched the game. this time EAC loaded and game launched, then he turns off the airplane mode and played the game noarmaly.
