I am having exactly the same issue.
Update: I forced the background process to end, manually deleted the program files, and ran the installer to repair the launcher. This successfully resolved the issue.
Disclaimer: I have a background in IT, and do not recommend this if you are unsure of how to safely do so.
Run the EA App Updater; it will manually update your EA, and you'll be fine.🙂
