@alltimechlox Are you having this issue for Sims 3 or Sims 4? Does it help to download the content through Origin instead? Not everyone can still run Origin, but it's worth trying. You can use the download link in this post:
@puzzlezaddict sims 3, and orgin no longer works on my computer. I tried keeping it, but nothing worked on it
@alltimechlox Where exactly is the problem with your packs: do they start to download but stop, do they download fully but never show up in-game, etc.? If you get an error message at any point, please post a screenshot.
@puzzlezaddict they don't show up in game, nor do they show up in the SIMS 3 hub as a pack. Monte Vista and Roaring Heights say that in game content is installed, but nothing out of either pack is in the game,
@alltimechlox Monte Vista and Roaring Heights are Sims 3 Store worlds, and as such, they need to be downloaded from the store site:

Sign into the site with the same email address and password you use within the EA App, and check the product pages above and your purchase history (Store > My Store Account > Purchase History). Please check both locations: it's possible for a world to show up in one but not the other.
If they don't show as owned in either one, then I guess you haven't registered the worlds yet. In that case, look for emails from EA that include a product code for each world. Once you find them, scroll down to the bottom of the store site, click Redeem a Code, and input each code. You should then be able to download the worlds.
Once they're downloaded, you'll still need to install the worlds through the Sims 3 launcher's Downloads tab. Please also keep in mind that store content has lately been finicky when the game is run through the EA App, sometimes uninstalling or disappearing for no apparent reason. This doesn't mean your purchases didn't work, only that the App still has some issues with older games.
