I figured out that the EA Background Service crashes and when you try to Launch the App you'll get the error. The following worked evertime:

  1. Open Task-Manager -> Details and search for EA Background Services
  2. Right click and kill the process.
  3. Open EA App and it launches correctly.

Had to do this every restart of my computer.

I tried to do the App Recovery, but that didn't work (nothing happening except the App exits) when the EA Background Service crashed. So I did the steps above and then the App Recovery and now it starts consistently. For the moment at least.

@NessDanlen Thank you so much, this actually worked! I'm finally able to get back to my Sims 2 River Blossom Hills. ^_^
