I have found the cause for this. I noticed in my task manager that the EABackgroundServices was "Running" even though I have the app settings to not run at startup and have it disabled within the Windows startup apps. If you open up Microsoft services (Win+R, type "services.msc") and scroll down to EABackgroundServices it might say that the service is "Stopping". I have tried setting the service to startup only manually but the fantastic EA software bypasses that and starts itself up when I turn on my computer, then realizes that it shouldn't be running and tries to stop itself and gets stuck.
Ultimately what I'm saying is that to fix this you have to 1: open your task manager 2: scroll down, select EABackgroundServices, and "End Task" and then 3: Open the EA application which will relaunch the background services properly

As @jasonsno says. The issue is that background service stops working properly and only EA can do a permanent fix.
All we can do is to end that service in task manager whenever it happens and hope EA one day fixes this mess of a launcher.

They still have not fixed it, just happened to me. Had to manually run the EAUpdate for EA App to launch and connect properly.
If they can not fix something as simple as this, its no wonder Apex Legends game is such a mess on every launch with basic functionality not even working (like spawn points....)

This worked for me, thank you! Still ridiculous that I have to manually exit from task manager every time my computer starts up but at least now there's a temporary fix.
