I have this problem as well. Chatted with EA support today and they just told me to follow the Fifa twitter account for resolution. At least it was better than yesterday when I was told to instead just pay full price for the game through Origin instead despite the active Game Pass subscription.
For what it's worth I've tried processes suggested elsewhere including:
1. Running App Recovery
2. Uninstalling EA
3. Uninstalling Origin
4. Uninstalling Xbox
5. Launched from file system
6. Changing UAC to the most permissive
7. Restarted my computer
I've done all of these in various combinations multiple times with no solution.
I have also done the uninstall re-install type for EA and Xbox and it didnt resolve my issue. I definitely know that one of the issues is that EA/XBOX do not know where the game is installed, I just need a worker at EA to tell me how to fix that, When you download a game on EA the default for me is on my SSD and I have it downloaded to my HDD, so I need someone to tell me how to re-write the path cause EA play is not good on its own to do it.

Update:
Moved the game location to the EA default location in the folders and it changed nothing, still waiting for EA to help us and its been 2 days... let's see how long it takes.- 3 years ago
Update: Finally came to uninstall the game to re-install it over night, and now there is an error saying "a slight hiccup occurred, restart PC or try again." So basically cancel the membership and use steam cause this is a waste of time.

Update: To fix the issue for "a hiccup occurred restart and try again" start downloading apex and instantly cancel the download, It fixed my issue so I can redownload the game but I don't know if itll be lost again but I guess we will see, the solution was found by @Salihcin
