World will not install

have tried every solution I could find online and I still am not able to play the game with the enchanted by nature expansion pack. 

I have removed all mods and cc (mods folder is currently empty until I can find a solution), I have uninstalled and reinstalled the game multiple times, I’ve repaired the game multiple times, I’ve cleared the EA and Sims 4 cache multiple times, I have removed the EP19 folder and redownloaded, I only have 1 EA account but have also ensure I am logged in to the account where the pack was purchased. I have also restarted my computer multiple times to ensure any changes were hopefully saved as per the guides I’ve found online. 

Is there another solution I have not tried to fix this issue?
