Does the same happen when you clear the cache of EA Desktop through the App Recovery and rebooting your PC and does this only happen in FIFA or does this happen in EA Desktop and other games as well?
If you could provide a little more information, it would be easier to look into this.

Yes the issue exists even after I clear or reinstall the application.
The issue is only with FIFA, I have a bunch of other titles which works just fine.
I am using the latest Xbox Controllers, I have google this issue and found the same thing happening with PS4 controllers connected to PC. Please let me know what additional information is required.

Are you using any additional software to use the controller on PC, or do you just use the built-in Windows functionality?
What happens when you try to start FIFA 21 through Origin, do you have the same issue?
No I am not using any additional softwares to use my controller.
I am using EA desktop app to launch the game.
