Why can't my account file a complaint? I've tried several accounts.

I clicked submit a case or tried to contact you, and both have undoubtedly failed. Even your EA online advisors could not solve this problem. I would like to ask if it is a bug or something else. Why is there no option to submit an email to you when I click on ‘submit appeal’, while others have that option? I have searched extensively for answers, and some people say that my IP might have been blacklisted by you; I don’t know why.
