Cannot Access an EA Advisor

I'm in a circulatory loop trying to get some help with my account. I go to create a case, fill out the required fields and come to a new page that says "Thanks for reaching out about your issue. Try our self-serve options or contact an EA Advisor for more help." However, the option to speak with an EA Advisor is missing. See screenshot.

If I click on any of the suggested articles and get to the bottom of the page, I get another message stating "Still having issues? Get in touch with our customer support team for more help." But clicking that button just has fill out the original "Tell us about your issue" page. Which if you fill out again, still does not offer the ability to contact an EA Advisor.
