I already bought a game on Xbox

I already bought a game on Xbox. Do I have to buy it again to play on PC?

    Microsoft has an Xbox app on PC, and I was able to download a game I bought on Xbox to my laptop and access my save data (though you might need to make sure it's a play anywhere title). I also bought Xbox games on PC, and I can install them on Xbox.
