Issue with conquest swgoh

I'm ha ing an issue otherwise second wave of conquest to where I'm encountering level 60s that can't be beaten and I'm a relic 3 on most every character or higher whats going on? View the screen shot below to see what I'm talking about they'll get down to that and they won't die they just stay there
