In cases like this, where account access is still restricted and you're unable to sign in to submit a Terms of Service appeal, the best next step is to get back in touch with EA Help. They should be able to assist you in recovering full access to your account first. If the primary email is not receiving security codes, they can try adding a secondary email. Once that’s resolved, you’ll then be able to reach the Terms of Service team through the appropriate channels.
