Unfortunately, I don't know why you would get an account restricted error on the ROG Ally X. Try opening a case with an advisor by using the 'Contact us' button at the bottom of this page so they can check for any account issues. Thanks!
Unable to raise a case as it keeps recommending forums to contact ‘help’. Is there any other way to resolve this? Else I would like to request a refund for my upgraded EA play Pro that I bought in order to help with this issue.

Are you sure you're playing the EA Play Pro version and not the Xbox version? I just want to make sure there's no confusion here. If you don't want to use remote play, you need to have the PC version through one of the PC platforms.
If you want to inquire about a refund, you'll need to open a case with an advisor.
