Unable to Link EA to Steam - Sanction with No Penalty History

I hope this message finds you well. I wanted to reach out regarding an issue I’ve encountered while attempting to link my Steam account to EA for Apex Legends.

I primarily use EA for Apex Legends and Battlefield 4, but I’ve recently decided to switch my Apex account over to Steam. Unfortunately, my current Steam account appears to be linked to an old account I no longer have access to. When I attempted to update this, I discovered that there seems to be some kind of sanction or restriction preventing me from doing so.

What confuses me is that my penalty history shows no infractions, and I haven’t purchased or played any EA sports titles since Madden 2013 (which was on Xbox). Because of this, I’m unsure why my account is restricted in this way.

At the moment, I’m unable to proceed with unlinking or relinking, and the appeal system hasn’t been very helpful. I’d greatly appreciate any clarification you can provide about the situation, and if possible, guidance on the next steps to resolve this.
