Downloading Content Stuck Loading Screen. A Way Out

After escaping the prison and the short scene in the plane; there came a loading screen with a message saying ''The other player is downloading the needed content'' or something similar but he says the download progress bar isn't moving it is filled for half.

    I found the solution the friend you're playing with is supposed to repair the game for some reason.

    So you go to the gamelibrary right mouse click on the game then press repair.

    That worked for us weird though because why are we able to play a broken game in the first place then.
