Main Menu Glitch

After I load into the game and press any button to start, nothing happens and main screen just frozing dead not allowing to do anything at all, I reinstalled game, checked files integrity, cleaned appdata files for game, nothing helped, checked latest graphic card drivers

It's just freezes like on screenshot, no cursor, movement or anything at all
