game will not launch

I am using steam for launching the game. I recently downloaded the game, when i went to launch it asked me to update my .NET framework. I updated said .NET and tried to launch the game. It did not launch, it in fact restarted my computer. I have so far verified the files, updated the drivers for my GPU, uninstalled and re-installed the game and reverified the files and it will still not even launch to the loading screen and restarts my PC immediately.
