HI reporting this problem for a friend, Basically he's game constatly stutters for no good reason he has enough vram, his fps isn't low, drivers are up to date and all other games run fine its just split fiction that runs terribly.
Any ideas or solutions would be greatly appreciated.

EA_Shepard Hello, I’m not the OP but I’m having the same issue he describes. Mine is not quite constant but very jarring screen stutters for a second or two, happening every minute or so. Would really appreciate any help! What system info could I get you that could help?
