@DJW00KIEI remember having this problem about 6 months ago and I just tried it right now and it STILL didn't work.

But I found a solution. I had to unlink my Xbox account and change my email (I also changed my username).

Then, I logged out of EA play and un-installed it.

I restarted my PC and tried installing a game using the Xbox app (it re-installed EA play) and I had to make a brand new EA account, but it worked. Smh.

The link is made from the EA side, that's the whole problem.  Have to unlink on the EA account.  If you no longer have access to that EA account and attached email.  Or better yet had to make a fast EA account on an Xbox in the early 2000s and the ISP isn't even in business anymore it is impossible to log in to unlink the account. 

Until EA resolves this I will refuse to spend any money with EA or its sub companies.
