Two accounts with XBOX Game Pass + EA Pass, one gaming PC, can't play same game

My son and I have separate accounts on a gaming PC and separate Game Pass Ultimate subscriptions.

We get EA Pass with that but we can't play the same EA Game (e.g. It Takes Two) as each other on the gaming PC.

First to install is fine, the second gets an error saying the game has been installed by another player who has the license.

This is not an issue with non-EA titles (on the whole). Both user accounts run the same install files from C:\XboxGames for these.

This is not an issue on the Xbox X where both our users are able to play the same EA Games.

Any idea how to resolve this on the PC?
