Super annoying and weird fix for anyone else in my situation:
1. Find someone with an Xbox
2. Log in with your Xbox account
3. Boot up Fifa 19
4. When it asks you to link your account, give it a go
5. Watch as it magically works while the three other methods you've tried have failed
