So doing some more digging it looks like this is an error that randomly pops up with various Steam games sometimes. A user on Reddit reports that you just need to delete the appinfo.vdf file located at C:\Program Files (x86)\Steam\appcache and the issue should resolve itself next time you start Steam.

it is only with f1 24. deleting the vdf file does not help. i have deleted both vdf files myself, without success. the language packs are not installed either, only windows server speech. F1 is also not displayed in EA App although the accounts are linked.

looks like the language packs should be installed or some other runtime. but it doesn't work
I remember back when the game first launched there was an issue with the game displaying in the wrong language but I can't find any solution related to this that you haven't already tried.
Have you changed any settings like graphics or controls recently? If so try changing them back and see if the issue persists. It could be an issue where the game is writing the settings to the vdf file incorrectly and causing some sort of desync with Steam.
