Does the safety car exist?

26 DLC - career mode

How many cars need to be broken down at once - multiple yellow flags - and no safety car?

AI break down in dangerous areas of the track and no safety car - they sit for for two laps and then magically despawn.

Safety car is on increased as is red flag and nothing.

It does exist but it is quite rare. I once heard a theory that it was bugged and setting it to increased actually gave less and setting it to reduced made it more common, so you might try that if you haven't already.
