New to F1 series, is the ranked penalty system a joke?

Sorry if this sounds a bit confrontational but I cannot wrap my head around it. I just got done doing some ranked races around my B license level and it left quite the impression on me.
The lobbies were filled with people intentionally crashing, blocking, not respecting any semblance of any racing code, but honestly I expected this and it didn't bother me at all.
What did bother me is the in game penalty system. I get T-boned from behind while braking in a corner due to a dive-bomber, get punted out of the track, take the auto-recovery hit AND receive a warning/2s penalty?
Another example would be when having DRS and overtaking someone. That person doesn't just block, but slams into me, and I get a collision warning?
I'm sure many of you have experienced what I'm going through and don't need me to beat a dead horse. I guess my questions are:
- is the penalty detection system really that bad?
- does it get better at higher licenses? (currently B)
- am I simply too stupid to understand F1 25 special rules or is there something I don't know about that makes it seem unfair to me?
I absolutely love the game in time trial or doing invitationals or MPGP with fewer people. I wish more would join a lobby that has cockpit cam and no assists as it's been hard to find people for that. I don't want the Ranked experience to continue being the way it's been for me and I'm hoping someone can point out something to me that is not obvious.
For info: I have thousands of hours in iRacing focusing on sports/oval/formula 2.5k iRating. Hundreds in LMU, some in ACC and AC. I've never had this bad of a detection system in any game played so far, including Forza.
