I use Full Practice, Full Qualifying, and Full Race Distances (100%).
I have always used 100% full race distances with all my F1 games, as I LOVE the racing strategy involved which includes pit stops and, where required, ...Safety Cars...
As others don't seem to have my lack of Safety Car issue, I'm just placing my personal experience down to an unfortunate, isolated, event. Too Bad, ...so Sad for me... (this game is still shelved at my place).

Yeah, I have damage on during my 100% length Career mode.
Sometimes the AI have to pit to fix damage, or I've seen them DNF too.
What's frustrating is when a damaged AI car is parked on the racing line for 1 or 2 laps, but no Safety Car is deployed. Then shortly thereafter the damaged AI disappears (spawns) of track and DNFs.
