I bought the ultimate edition but can't use web app,why?

That message usually means you're not logging in with the right account. You should be logging in to the app with the same email you see in game at Customize > Online Settings > EA Account.
how do i then unlock transfer market?

That message doesn't mean the market is locked. It means you either don't have a club on that account or you're logging in to the wrong account. If you're getting the message that says access still needs to be earned, you'll just need to keep playing.
