how do i contact EA live chat to help me unblock ea UT on web app

Its been weeks since I have been able to access the transfer market on my mobile and web version. How to can I raise a case. I got to open a case and it just give me articles to read but does not allow me to raise an case. ANy help will be much appreicated.
