Yes, but they can't be transferred to a different account. Which is what the OP was asking.

Points can only be transferred if you're on the same family of consoles. For example, you can't transfer points from PS4 to Xbox One. Also, you can't transfer points using the web app.
I know that but mine aren’t transferring from fifa 23 to this fifa

What platform did you play FIFA 23 on and which platform are you playing FC 24 on? Also, are you playing on a different account?
Same account and same Xbox

Did you purchase the points for FIFA 23 before you logged in to FC 24 for the first time or did you purchase them after you started playing FC 24?
Before I’ve been waiting now 12 hours to get through on chat I just want a refund so I can load them back on fifa 24
